Is it illegal to ask for stuff on youtube?

So I like to tinker with stuff and all that. Where I live though there aren't many people and they generally trade their stuff in or give it to siblings. If I made a video on youtube asking for broken electronics, would that be illegal or ban worthy?

PCI slots won't work?

After consistant BSOD I finally fixed the problem however with all my tinkering my PC seems to have forgotton that it has PCI slots. They are no longer listed under device manger. Is there some way I can get them to recognise them again? Thanks
