When you get a Visa debit card from a grocery store, is that considered a bank account?

I'm using a site called Kickstarter.com where people make donations to fund your creative project. They use Amazon Payments to transfer the money. In the guidelines, it says you need a bank account and a credit/debit card (among other things). My mom is telling me that she thinks getting a debit card from a grocery store is considered an account, but I'm oblivious when it comes to anything like that. Help me out? Thanks in advance!
