Ive noticed that my steering on my pontoon is really hard to steer one way and easy the other, not under load?

I just bought a pontoon with a 33hp johnson...I notcied while tinkering with it im my yard that it steers really hard to the right but its very easy to the left..what would cause this? and is it hard to fix? I've already adjusted the steering so it is even for both ways.
